In a move to address issues raised from Newtown to Nevada, and soon to be considered by the Ninth Circuit Court of Appeals, State Senate President pro Tempore Darrell Steinberg has unveiled a comprehensive proposal to help close the gaps in crisis mental health treatment and reduce overcrowding in California’s prisons, jails and hospital emergency rooms.
